ଏହି ଯୋଜନାର ଲାଭ ପାଇବା ପାଇଁ ସମସ୍ତ ମହିଳା ହିତାଧିକାରୀ ନିମ୍ନଲିଖିତ ଯୋଗ୍ୟତା ମାନଦଣ୍ଡ ପୂରଣ କରିବା ଆବଶ୍ୟକ:

କ. ଆବେଦନକାରୀ ଓଡ଼ିଶାର ବାସିନ୍ଦା ହୋଇଥିବା ଆବଶ୍ୟକ ।

ଖ. ଆବେଦନକାରୀ NFSA / SFSS ଅନ୍ତର୍ଭୁକ୍ତ ହୋଇଥିବେ । NFSA / SFSS ରୁ ବଞ୍ଚିତ ଥିବା ପରିବାରର ଜଣେ ମହିଳା ସୁଭଦ୍ରା ଅଧୀନରେ ଆବେଦନ କରି ପାରିବେ, ଯଦି ତାଙ୍କ ପରିବାରର ବାର୍ଷିକ ଆୟ ଟ.୨.୫୦ ଲକ୍ଷରୁ (କେବଳ ଦୁଇ ଲକ୍ଷ ଏବଂ ପଚାଶ ହଜାର ଟଙ୍କା) ଅଧିକ ହୋଇନଥିବ ।

ଗ. ଏହି ଯୋଜନା ଅଧୀନରେ ଯୋଗ୍ୟ ହେବା ପାଇଁ, ଆବେଦନକାରୀଙ୍କ ବୟସ ଧାର୍ଯ୍ୟ ତାରିଖ ଅନୁଯାୟୀ ୨୧ ବର୍ଷ କିମ୍ବା ଅଧିକ ଏବଂ ୬୦ ବର୍ଷରୁ କମ୍ ହେବା ଉଚିତ୍ । ଆଧାର କାର୍ଡରେ ଲିପିବଦ୍ଧ ହୋଇଥିବା ଜନ୍ମ ତାରିଖକୁ ତାଙ୍କ ବୟସ ଗଣନା ପାଇଁ ଗ୍ରହଣ କରାଯିବ।

ଘ. ଆର୍ଥିକ ବର୍ଷ ୨୦୨୪-୨୫ ପାଇଁ ଧାର୍ଯ୍ୟ ତା. ୦୧.୦୭ .୨୦୨୪ ରିଖ ସୁଦ୍ଧା ମହିଳାଙ୍କ ବୟସ ୨୧ ବର୍ଷ କିମ୍ବା ତା’ଠାରୁ ଅଧିକ ଏବଂ ୬୦ ବର୍ଷରୁ କମ୍ ହେବା ଆବଶ୍ୟକ । ତେଣୁ, ଆବେଦନକାରୀଙ୍କ ଜନ୍ମ ତାରିଖ ୦୨.୦୭.୧୯୬୪ ଠାରୁ ୦୧.୦୭.୨୦୦୩ ପର୍ଯ୍ୟନ୍ତ ହେବା ଉଚିତ୍ ।

ଙ. ୨୦୨୪-୨୫ ପାଇଁ ଯଦି ଜଣେ ମହିଳା ୦୧.୦୭.୨୦୨୪ ପରେ ୨୧ ବର୍ଷ ବୟସ ଅତିକ୍ରମ କରିବେ, ତେବେ ଯୋଜନା ଅବଧିର ଅବଶିଷ୍ଟ ବର୍ଷଗୁଡ଼ିକ ପାଇଁ ତାଙ୍କୁ ବାର୍ଷିକ ୧୦,୦୦୦ ଟଙ୍କା ମିଳିବ । ସେହିପରି ଯେଉଁ ମହିଳା ୦୧.୦୭.୨୦୨୪ ପରେ ୬୦ ବର୍ଷ ପୂରଣ କରିବେ ତାଙ୍କୁ ଯୋଜନା ଅବଧିର ଅବଶିଷ୍ଟ ବର୍ଷଗୁଡ଼ିକ ପାଇଁ ଏହି ସହାୟତା ଦିଆଯିବ ନାହିଁ ।

ଅଯୋଗ୍ୟତା

ନିମ୍ନଲିଖିତ ମହିଳାମାନେ ଯୋଗ୍ୟତା ମାନଦଣ୍ଡ ପୂରଣ କରୁଥିଲେ ମଧ୍ୟ, ଏହି ଯୋଜନାର ଲାଭ ପାଇବା ପାଇଁ ଅଯୋଗ୍ୟ ହେବେ:

କ. ଯେଉଁ ମହିଳା ମାସକୁ ମୋଟ ୧୫00 ଟଙ୍କା କିମ୍ବା ତାଠାରୁ ଅଧିକ କିମ୍ବା ବାର୍ଷିକ ମୋଟ ୧୮,000 ଟଙ୍କା ବା ତାଠାରୁ ଅଧିକ କୌଣସି ରାଜ୍ୟ କିମ୍ବା କେନ୍ଦ୍ର ସରକାରୀ ସହାୟତା ଯଥା- ପେନସନ, ଛାତ୍ରବୃତ୍ତି ଇତ୍ୟାଦି ଗ୍ରହଣ କରୁଛନ୍ତି ।

ଖ. ଜଣେ ମହିଳା ନିଜେ କିମ୍ବା ତାଙ୍କ ନିଜର ପରିବାର ସଦସ୍ୟ ଯଦି :୧. ବର୍ତ୍ତମାନର କିମ୍ବା ପୂର୍ବତନ ସାଂସଦ କିମ୍ବା ବିଧାନସଭା ସଦସ୍ୟ ହୋଇଥିବେ ।

୨. ଆୟକର ଦେଉଥିବେ ।

୩. ଯେ କୌଣସି ସହରାଞ୍ଚଳ ଶ୍ଵାୟତ୍ତ ଶାସନ ସଂସ୍ଥା (Urban Local body) କିମ୍ବା ପଞ୍ଚାୟତି ରାଜ ଅନୁଷ୍ଠାନରେ ନିର୍ବାଚିତ ଜନ ପ୍ରତିନିଧୀ ହୋଇଥିବେ (କେବଳ ୱାର୍ଡ ମେମ୍ବର, ସ୍ଥାନୀୟ ପରିଷଦ (Councillor) ସଦସ୍ୟ ବ୍ୟତୀତ)

୪. ଭାରତ ସରକାର କିମ୍ବା ରାଜ୍ୟ ସରକାରଙ୍କ ଅଧୀନରେ ଥିବା ଯେକୌଣସି ଅଣ୍ଡରଟେକିଂ (undertaking) / ବୋର୍ଡ / ସ୍ଥାନୀୟ ସଂସ୍ଥା (local body) / ସଂଗଠନ / ନିୟମିତ / ସ୍ଥାୟୀ / ଚୁକ୍ତିଭିତ୍ତିକ କର୍ମଚାରୀ ଭାବରେ ନିଯୁକ୍ତ କିମ୍ବା ଅବସର ପରେ ପେନସନ ଗ୍ରହଣ କରୁଥିବେ । ଯଦି ଏହି ଯୋଜନାର ଅନ୍ୟ ସମସ୍ତ ମାନଦଣ୍ଡ ପୂରଣ କରୁଥିଲେ, ତେବେ, ପାରିଶ୍ରମିକ ଗ୍ରହଣ କରୁଥିବା ସମସ୍ତ କର୍ମଚାରୀ ଏବଂ ଆଉଟସୋର୍ସିଂ ଏଜେନ୍ସି ମାଧ୍ୟମରେ ନିୟୋଜିତ ସମସ୍ତ କର୍ମଚାରୀ ଏହି ଯୋଜନା ଅଧୀନରେ ଯୋଗ୍ୟ ବିବେଚିତ ହେବେ ।

୫. ଯେ କୌଣସି ସରକାରୀ ବିଭାଗ / ଅଣ୍ଡରଟେକିଂ / ବୋର୍ଡ / ଭାରତ ସରକାର କିମ୍ବା ରାଜ୍ୟ ସରକାରଙ୍କର ମନୋନୀତ ପ୍ରତିନିଧୀ ହୋଇଥିବେ ।

୬. ଟ୍ରାକ୍ଟର, ମିନି-ଟ୍ରକ୍, ଛୋଟ ବାଣିଜ୍ୟିକ ଯାନ ଏବଂ ଅନ୍ୟ ସମାନ ହାଲୁକା ସାମଗ୍ରୀ ଯାନ ବ୍ୟତୀତ ୪ ଚକିଆ ମୋଟର ଯାନର ମାଲିକ ।

ଗ. ଆବେଦନକାରୀଙ୍କ ପରିବାରର ଜଳସେଚିତ ଜମିର ପରିମାଣ ୫ ଏକରରୁ ଅଧିକ ଓ ଅଣ ଜଳସେଚିତ ଜମିର ପରିମାଣ ୧୦ ଏକରରୁ ଅଧିକ ହୋଇଥିବ । (ବି:ଦ୍ର: ଏହି ଯୋଜନା ପାଇଁ, ପରିବାରର ସଂଜ୍ଞା କହିଲେ ଜାତୀୟ ଖାଦ୍ଯ ସୁରକ୍ଷା ଆଇନ / ରାଜ୍ୟ ଖାଦ୍ଯ ସୁରକ୍ଷା ଯୋଜନା (NFSA / SFSS) ରେ ପରିଭାଷିତ ଥିବା ପରିବାର କୁ ବୁଝାଏ)

Eligibility

The women beneficiary must meet the following eligibility criteria to avail the benefits of this scheme:

The applicant must be a resident of Odisha.
The applicant should be covered under the National Food Security Act (NFSA) / State Food Security Scheme (SFSS). Any woman from a family without an NFSA or SFSS Card can apply under SUBHADRA if her family income is not more than Rs. 2.50 lakh (Rupees Two Lakhs and Fifty Thousand only).
To be eligible under the scheme, the applicant’s age should be 21 years or more and less than 60 years as on the qualifying date. The date of birth, as recorded in the Aadhaar card would be taken as the final date for the calculation of her age.
For the financial year 2024-25, the woman must be 21 years or more and less than 60 years, as on 01.07.2024. Therefore, the applicant must be born on 02.07.1964 or later and born on 01.07.2003 or earlier. The date of birth, as recorded in the Aadhaar card would be taken as the final date for the calculation of her age.
For 2024-25, if a woman attains the age of 21 years after 01.07.2024, she will get Rs.10,000 per year, only for the remaining years of the scheme period. In 2024-25, women who complete 60 years of age after 01.07.2024, will not receive the benefits for the remaining years of the scheme period.

Ineligibility

The women falling under any of the following categories shall be ineligible to receive the benefits under the scheme:

Any woman receiving financial assistance such as pension, scholarship etc. of Rs.1500 per month or more or Rs.18,000 per annum or more under any State or Central Government Scheme would be ineligible.
Any woman who either herself or whose family member is:
1. A current or former Member of Parliament (MP) or Member of the Legislative Assembly (MLA).
2. An Income Tax Payee.
3. An elected public representative in any Urban Local Body or Panchayati Raj Institution (excluding Ward Member / Councillor).
4. Employed as a regular or contractual employee in State Government or Government of India or Public Sector Undertaking or Board or Local Body or Government Organization or is receiving pension after retirement. However, all workers receiving honoraria such as ASHA, Anganwadi Worker, Community Resource Person, Master Book Keeper, etc. and all those engaged through outsourcing agencies would be considered, if otherwise eligible under this Scheme.
5. An elected/nominated/appointed representative in any Government Department or Undertaking or Board or Organization of the Government of India or State Government.
6. An owner of a 4-wheeler Motor Vehicle except tractors, mini-trucks, small commercial vehicles and other similar light goods vehicles.
The family of the applicant owns more than 5 acres of irrigated land or 10 acres of non-irrigated land.

- Women residing in Odisha are eligible for the Subhadra Yojana.
- Beneficiaries must have an Aadhar Card and an Aadhar-linked bank account.
- Even women aged above 60 years during the scheme duration (from 2024 to 2028) can avail of the benefits¹.

Financial Assistance for Subhadra Yojana:

- Under this scheme, eligible women receive financial assistance of Rs. 50,000/-.
- The assistance is provided over 5 years, with Rs. 10,000/- per year.
- The annual assistance is credited in two equal instalments of Rs. 5,000/- each.
- The first instalment is credited on International Women’s Day (March 8), and the second on Raksha Bandhan (August).
- Initially, it was planned as a cash voucher, but now the amount is directly credited to the beneficiaries’ bank accounts.

ଆବେଦନ ପ୍ରକ୍ରିୟା

ହିତାଧିକାରୀଙ୍କୁ ଚିହ୍ନଟ:

କ) ସମସ୍ତ ଯୋଗ୍ୟ ମହିଳା ଆବେଦନକାରୀ ଏହି ଯୋଜନା ଅଧୀନରେ ଲାଭ ପାଇବା ପାଇଁ ଆବେଦନ କରିବା ଆବଶ୍ୟକ ।

ଖ) ଆବେଦନଗୁଡିକ ଏକ ମୁଦ୍ରିତ ଫର୍ମ ପୁରଣକରି ଅଫଲାଇନ୍ ତଥା ସୁଭଦ୍ରା ପୋର୍ଟାଲ୍ ମାଧ୍ୟମରେ ଅନଲାଇନ୍ କରାଯାଇପାରିବ ।

ଗ) ବିଭିନ୍ନ ସ୍ଥାନ ଓ କାର୍ଯ୍ୟାଳୟ ଯଥା- ଅଙ୍ଗନୱାଡି କେନ୍ଦ୍ର, ବ୍ଲକ୍ କାର୍ଯ୍ୟାଳୟ ତଥା ULB କାର୍ଯ୍ୟାଳୟ, ମୋ ସେବା କେନ୍ଦ୍ର, ସାଧାରଣ ସେବା କେନ୍ଦ୍ର ଇତ୍ୟାଦିରେ ପର୍ଯ୍ୟାପ୍ତ ମୁଦ୍ରିତ ଆବେଦନ ଫର୍ମ ମାଗଣାରେ ଉପଲବ୍ଧ ହେବ ।

ଘ) ଆବେଦନକାରୀମାନେ ଫର୍ମ ପୂରଣ କରି ଏହାକୁ ନିକଟସ୍ଥ ମୋ ସେବା କେନ୍ଦ୍ର (MSK) / ସାଧାରଣ ସେବା କେନ୍ଦ୍ର (CSC) ରେ ଦାଖଲ କରିବାକୁ ପଡିବ।

ଙ) ଆବେଦନକାରୀଙ୍କ ଦ୍ୱାରା ଦାଖଲ କରାଯାଇଥିବା ଫର୍ମ ଏବଂ ଆଧାରରେ କୌଣସି ଅସଙ୍ଗତି ଥିଲେ, ଆଧାରରେ ଥିବା ସୂଚନାକୁ ଚୂଡ଼ାନ୍ତ ଭାବେ ଗ୍ରହଣ କରାଯିବ।

ଚ) ସଂଗୃହୀତ ସମସ୍ତ ଆବେଦନକୁ ସରକାରଙ୍କ ପାଖରେ ସଦ୍ୟତମ ଉପଲବ୍ଧ ଡାଟାବେସ୍ ସହିତ ଯାଞ୍ଚ କରାଯିବ ଏବଂ ଆବଶ୍ୟକ ସ୍ଥଳେ କ୍ଷେତ୍ର ଅନୁସନ୍ଧାନ ମାଧ୍ୟମରେ ଯାଞ୍ଚ କରାଯିବ ।

ଛ) ସମସ୍ତ ଆବେଦନକାରୀ “ସୁଭଦ୍ରା” ଅଧୀନରେ ଯୋଗ୍ୟ ବିବେଚିତ ହେବାପାଇଁ ନିଜକୁ ନିଜେ ପ୍ରମାଣିତ କରିବେ, ଏଥିପାଇଁ ଆବଶ୍ୟକ ଘୋଷଣାନାମା ଦେବେ ଏବଂ e-KYC ଆବଶ୍ୟକତାକୁ ପୂରଣ କରିବେ । e-KYC ପାଇଁ, ଚେହେରା-ପ୍ରାମାଣିକରଣ (face-authentication) ସବୁଠୁ ପସନ୍ଦଯୋଗ୍ୟ ମାଧ୍ୟମ ହେବ । ହିତାଧିକାରୀମାନେ ସେମାନଙ୍କର ଆଧାର ନମ୍ବର ପ୍ରଦାନ କରି ସୁଭଦ୍ରା ମୋବାଇଲ୍ ଆପ୍ ମାଧ୍ୟମରେ ଏହି ପ୍ରକ୍ରିୟା ସମ୍ପାଦନ କରିପାରିବେ ।

ଜ) ଜଣେ ହିତାଧିକାରୀ ସୁଭଦ୍ରା ପୋର୍ଟାଲ ମାଧ୍ୟମରେ ଓଡ଼ିଶାରେ ଥିବା ତାଙ୍କ ସାଥୀ ଅନ୍ୟ ସମକ୍ଷକ ଭଉଣୀମାନଙ୍କ ସଶକ୍ତିକରଣ ଏବଂ କଲ୍ୟାଣକୁ ସମର୍ଥନ କରିବା ପାଇଁ ସ୍ଵ-ଇଛାରେ ସୁଭଦ୍ରାରୁ ବାହାରିବା ପାଇଁ ଚୟନ କରିପାରିବେ।

Application Procedure for Subhadra Yojana

All eligible women would be required to apply for availing benefits under the scheme.
The applications may be made offline through a printed form, as well as online through the SUBHADRA portal.
Sufficient pre-printed application forms will be made available free of cost at different locations such as Anganwadi Centres, Block Offices, Urban Local Body Offices, Mo Seba Kendras, Common Service Centres, etc.
The applicant will have to fill out the form and submit the same at the nearest Mo Seba Kendra / Common Service Centre.
In case of any discrepancy in the form submitted by the applicant and the Aadhaar, the information as present in the Aadhaar would be taken as final.
All applications collected will be verified against the database available with the Government and also through field enquiry, wherever required.
All applicants would be required to self-certify themselves on their eligibility under SUBHADRA, submit related undertakings, and complete e-KYC formalities. The preferred mode of e-KYC would be through face-authentication whereby beneficiaries can complete the process through the SUBHADRA Mobile application by providing their Aadhaar number.
A beneficiary may choose to opt out of SUBHADRA thereby passing on the benefit to support the empowerment and well-being of her fellow sisters in Odisha through the SUBHADRA Portal.

Application Process for Subhadra Yojana:

- You can apply for the Subhadra Yojana through both offline and online modes.

    - Visit your nearest Anganwadi Centre, Block Office, Mo Seva Kendra, or Jana Seva Kendra.
    - Fill out the application form and submit it along with the necessary documents.
  - Online Mode:

    - Look for the “Apply Online” option on the homepage.
    - Fill in the required information in the online application form and upload the necessary documents.
